What it refuses to do
- Every flag is a candidate pending intent review, this skill never recommends a merge outright (the corpus's explicit warning: clusters are legitimately shared with storefronts).
- Impression-splitting is not inherently bad; the flag is trading-rank-with-no-winner, not mere co-appearance.
- A consolidation, if executed, is measured with a holdout, not a post-hoc trend line.
